About how long has Social Security Fraud been occuring? And why is it happening?

What can be done to stop it? What are some reasons for people doin this?

Social Security fraud started in 1936 when social security payments started going out. Fraud like this happens because people are willing to cheat the system for free money rather than earn a living honestly.
The best way to stop fraud is to continue to develop better IT systems which will allow the administrators to track beneficiaries and payments.
