Can I sue lender in federal court?

Lender (countrywide) foreclosed my house 08/05/2008(Virginia). In 12/01/2008 I filed a lawsuit against lender, mortgage broker for fraud, forgery, negligent etc (County circuit court). Had a hearing in 03/02/2009. Whatever reason(my lawyer was weak), judge dismissed my case and my lawyer promised me that he will appeal. I asked him about appeal in May, June, July, he told me that he is waiting.
End of August I went to court and found out he did not appeal. He lied to me.
I am not asking you about my lawyer. I know what I have to do…

I mentioned earlier lender foreclosed my house last year and in the circuit court judge dismissed my case.
Q: 1. Is there anyway that I can appeal in circuit court (Pro Se) or it is too late.
2. If I can not do anything because it is too late, then can I go to Federal Court to file a lawsuit against just my lender for (Predatory lending, TILA, RESPA, and other federal law violations.???? OR IT IS TOO LATE ALSO.

Here is my answers.

*What was the legal basis for the original lawsuit?
When I bought the house, mortgage broker prepared two different loan applications. One was right one which I signed and one was falsified by mortgage broker and forged my signature. Lender had a good relationship with that broker. So they accepted my fake loan application even though they knew it was fake. At the settlement table settlement agent asked me to sign me on right loan application which I signed earlier. (Lender did not send a loan application to settlement agent because it was fake one and they were worried that I could find that error. This is just part of my story.

*What was the reason for the dismissal?
Statute of Limitation.- BUT Judge did not know what we were talking about and did not make a right decision. He did not have a sufficient knowledge on mortgage fraud )

*Was it dismissed with or without prejudice?
Judge had a good relationship
*Does the federal court even have jurisdiction?
I think so.(Federal law violation)

*If the federal court does have jurisdiction, why wasn’t the lawsuit filed there in the first place?
It was my lawyer’s decision. As I told you earlier he was weak and stubborn.
Bad news is he was the best so far…..I contacted 5 different lawyers and waste more than K.
