Have a good laugh folks: Obama announces rules to prevent fraud in stimulus spending?

With states eager to spend, President Barack Obama announced guidelines Friday aimed at preventing waste and fraud and limiting the influence lobbyists will have in carrying out the 7 billion economic stimulus program.
"This plan cannot and will not be an excuse for waste and abuse," Obama declared.

His definition of fraud: not spending how HE dictates.
In Michigan, as a Republican I am blacklisted from WIA training contracts even though I am a lot cheaper.
The new "RAT" board can even suppress an Inspector's General Investigation of fraud.
No fraud? Sure… sure.
Michigan for example hasn't had any "fraud" investigations in years.
Michigan is #1 in food stamp fraud;
#1 in medicaid/medicare fraud;
#1 in unemployment comp fraud ($2 Billion deficit);
Drivers' License fraud, etc, etc.
We are #1.
