Is this fraud and what can be done?
My current girlfriend had an ex-boyfriend who tried to get insurance on her car about a year and a half ago. She let it go, because she didn’t want to deal with it. Now she is planning on using it as evidence against his character in a current court case because he will not leave her alone. While she went to her insurance company to get a record of this, she found out that he had called another time in 2003 trying to get put on her insurance before. He had called stating that he was her ex-husband. He had also had another woman call stating to be her. Both times he had to use her social security number to get quotes and access her account. At the time and currently my girlfriend has had an EPO on him. Is this fraud and what kind of fraud would this be considered? What should she do, besides contact a lawyer as many of you will suggest? Also, now she is unable to do anything with her insurance company (make changes to policy) without being at the company. Could she sue for damages?

I dont see what damages she has personally incurred. If anyone has a case against him, the insurance company does.
I would encourage her to get Life Lock or some other credit monitoring service to protect herself against identity theft.
