Is it illegal for a medical student to introduce themselves as "Doctor" before they have received their MD?

Whenever I am in a teaching hospital (a University hospital), medical students dressed in a white uniform will walk in the examining room and introduce themselves as "Doctor". Clearly they are not yet a Doctor. Have teaching hospitals been sued for this fraud?
