How do I find the address a phishing email originated at when it comes back as IANA?

Anyone else receive a phishing emai with a URL like this: http://66.45.250.194/~turnoff/hi/ The IP comes back as IANA using ARIN. How does one identify the actual server by the digital address? Thanks

‘Cause they know your IP adress, so if they know your information is fake, what will they do? Just not let you watch their videos? Or what?
