was there a breach of contract? If so on whom? Is the 100 dollars considered consideration?
I contract with pet care service to watch over my pets on an afternoon when I am unable to do so since I will be away on business. While on this trip, I will not be able to receive telephone calls. I pay 0 in advance on my credit card for this service in reliance that they will babysit my pets. On the day they are to look after my pets,the pet care service leaves a voicemail stating that they will be unable to watch my pets. They offer to refund the initial 100 dollars. I do not recieve the call until after I return from the trip since I was unable to receive phone calls.
Lets just say a neighbor realizes the pets are not being watched, and decides to care for them until I return.

It depends. Was the $100 considered a deposit? Was it a deposit to basically "get your foot in the door" with the services, or was it paid specifically for them watching your pet that day? If you promise to pay $100 in exchange for their promise to watch your dog, then yes, there is a contract, and by failing to watch your dog, they breached it. A contract cannot be revoked by only one party, so the phone message did not revoke the contract. Yes, in that instance, the $100 would be considered "consideration".
